Ridley Township Police Department Press Release Nature: Cold Case Homicide 1978 Location: Crum Creek, Valley Rd. at Bullens Ln. Woodlyn, Pa 19094 On Wednesday December 13, 1978, The Ridley Township Police responded to Crum Creek in the area of Bullens Ln. and Valley Rd. in the Woodlyn Section of Ridley Township for a discovered homicide victim, who was shot multiple times. After an extensive investigation and interviews, the victim was never identified and the suspect(s) remain at large. The unidentified victim’s information was uploaded to the National Missing and Unidentified Persons System (NamUs) and was generated as UP66323. Throughout the years, Ridley Township Police were contacted by numerous agencies with leads and possible matches to our unidentified victim, however, none of these leads ever led to a positive identification. Ridley Township Detective Tim Kearney was contacted by Amelia Pearn of Veteran Doe Network in December of 2021, advising that our unidentified victim could be a match to another NamUs entry, MP 34012, Kevin Alvin Jude Carroll. Carroll has been missing since December of 1978 after leaving McGuire Air Force Base just outside of Trenton, New Jersey. Carroll, who was a resident of Oregon, sent all of his belongings home but never returned after being discharged from the service. Detective Kearney reviewed the photographs from the homicide victim and from NamUs of Carroll and saw several similarities. On March 22, 2022, through a multi-agency investigation we were able to positively identify Kevin Alvin Jude Carroll as our unidentified Homicide victim from 1978 after a FBI specialist reviewed fingerprints. The Ridley Township Police Department would like to thank Amelia Pearn for her thankless work with Veteran Doe Network, the representatives from NamUs who aided in this identification, the Federal Bureau of Investigations, Marion County Sheriff’s Department (Oregon) and the National Personnel Records Center.
