Left upper arm: Monochromatic tattoo of "PR" and "Perdon Madre" and abstract shapes

Other distinctive physical characteristic: Depigmentation of the skin near his mouth, fingers and palms of the hands, and the soles of the feet.

Above the flag tattoo it seems to be Hebrew letters.

I only the second word makes sense. But it definitely is Hebrew letters with punctuation marks. Maybe from the new Testament

This is Hebrew that appears to be tattooed backward. There may even be a name here.
